Authorizing DHCP without Active Directory on Windows Server 2003, 2008 and 2012

If you need a DHCP server but don't wish to install Active Directory services, simply add a registry key here:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\DHCPServer\Parameters

with type and value:

Name: DisableRogueDetection
Type: REG_DWORD
Data: 0x1

And restart the server (only restarting the service will not help)
